Pretty scary while on lead not the mention for the belayer.
Best guess... German climbers in the Alps... where ice climbers are experiencing unusually warm temperatures.
I couldn't say where it is. The belayer was cursing in Italian or Spanish. There seems to be a warming trend going on in the Alps.
